Joseph Dulla, MA
Joseph Dulla has operated in various first responder roles (EMT, lifeguard, mountain rescue and sworn law enforcement) for over 39 years. He served 31 years in various sworn ranks and assignments with the Los Angeles County Sheriff’s Department with his final 4+ years as the Lieutenant responsible for Recruit Training where over 5,000 recruits were trained. He also co-founded the “Fast Track Tactical Sports Medicine” program that implemented rapid diagnostics, sports medicine and other concepts to address pain and rapidly return injured personnel to duty. Joe served as the Chairman of the Subject Matter Expert Committee for CA POST’s Patrol Physical Abilities Workgroup and has presented locally, nationally and internationally on the topics of Officer Safety and Wellness, physical job demands, injuries, attrition and rapid return to duty efforts.
On the private sector side, Lt. Dulla owns and operates a training company and has instructed in a variety of law enforcement programs, including the California POST Management School, Field Officer Training Course, Sherman Block Supervisory Leadership Institute and Civilian Supervisory Program. He has presented to the United States Department of Justice, White Collar Crime Subcommittee; California Legislature, Public Safety Committee; and California Commission on POST Instructor and California State University Faculty Symposiums.
Lt. Dulla holds both master’s and bachelor’s degrees in sociology from California State University, Fullerton, a certificate in Executive Leadership and Strategic Planning from Cornell University’s Graduate School of Management and a graduate certificate in Evidence-Based Coaching from Fielding Graduate University.
