Elazar Harel, PhD

Currently the Associate Vice President and Chief Information Officer at the University of San Diego, Elazar Harel oversees USD’s information technology strategy with a focus on enhancing service delivery, ensuring student satisfaction and supporting the university’s mission, vision and core values. A distinguished veteran of higher education technology, Harel possesses the prestigious title of CIO Emeritus from the University of California. His accomplished career is highlighted by executive leadership roles at UCLA, UC San Diego (UCSD), and serving as the Vice Chancellor for Information Technology and CIO at UC San Francisco (UCSF). Harel is recognized for his academic breadth and diverse professional interests, holding a Ph.D. in Management Information Systems from UCLA and a Juris Doctor from Purdue University School of Law. Beyond his administrative duties, he is a dedicated lifelong learner and an accomplished photographer. His leadership at USD is marked by a commitment to modernizing the university’s IT infrastructure while maintaining a high standard of support for the campus community.
