James Kidd

Chief of Police, Keene Police Department (TX)

Chief of Police for the Keene Police Department, Keene, TX. During my 27-year law enforcement career I have been able to work in several assignments including homicide detective, gang investigator, and SWAT administrator. I am a graduate of the LEPSL Program at the University of San Diego (2017) and a graduate of the National Law Enforcement Academy #281 in Quantico, Va. I have been highly active in serving on a number of non-profit Boards in Texas including Heart of Texas Child Advocacy Center, and Hope Home Ministry which focuses on the rescue and restoration of victims of Human Trafficking. I am a current member of the IACP, Texas Police Chief Association, and North Texas Police Chief Association.

What motivated you to be a LEPSL ambassador?

The LEPSL program holds a special place in my heart as I was able to develop friendships and network with others with similar goals and unique perspectives. I am passionate about the law enforcement profession and want to advocate educational programs that enhance and develop current and future public safety leaders. The opportunity to be an ambassador will allow me to mentor others and speak on how the LEPSL program has personally brought opportunities and successes to my own life and career.

Why did you choose the LEPSL program? What made LEPSL stand out in comparison to other schools/programs?

I chose the LEPSL program at the University of San Diego because of its reputation for its strong academic programs. The program stood out for me, being based on real-world application, meaning what I studied that week I could immediately put into practice at my department and in my position. The online courses allowed me to balance my studies being professional and personal commitments.

What were your concerns about starting a graduate program?

My major concern about starting the graduate program was the time commitment. Balancing the responsibilities of my current assignment, family life and owning my own business. The course design and structure were perfect for me to navigate and balance my studies and professional responsibilities.

How did the LEPSL program help you achieve your career goals?

The coursework that the LEPSL program offered helped me achieve my career goals of attending the National Law Enforcement Academy, accepting a Chief of Police position, and becoming a Criminal Justice Instructor at the university level. The degree received helped me stand out among other competent and qualified applicants to be selected and achieve my career goals.

What advice would you share with prospective LEPSL applicants?

The advice I would share with prospective LEPSL applicants would be my personal journey having a long formal educational gap between obtaining my BA to entering the program. Do not let that intimidate you. If you apply yourself the program is designed for success. The faculty provides real-world insights and is invested in you. Take advantage of the networking opportunities. These connections have been valuable, and I stay connected with my former classmates in sharing thoughts, ideas, and resources.

What was your favorite part of the LEPSL program?

My favorite part of the program was the discussion board questions. The topics were interesting and engaging. The discussion presented learning opportunities and created a sense of community.

What were you balancing while participating in the LEPSL program?

While participating in the LEPSL program, I carefully balanced multiple responsibilities. My wife and family are my top priorities at home, and I strive to provide them with the best version of myself. Sharing household duties and actively engaging in my children’s lives—whether coaching their sports teams or supporting their extracurricular activities—has been a crucial part of my life. Professionally, I serve as a lieutenant for a major metropolitan police department facing severe staffing shortages and leadership changes. Managing these demanding responsibilities, alongside the rigorous demands of the LEPSL program, required careful time management and dedication. Each aspect of my life is integral to who I am, and finding a balance among them has been essential for maintaining my professional effectiveness and personal well-being.

How did you stay motivated throughout the program in the face of competing priorities in your life?

When I began the LEPSL program I was a supervisor over the Criminal Investigative Division. We were working on several high-profile cases along with the regular caseload. At home, I was married and raising two teenagers and owned and operated a fitness facility. I had amazing support from my department and family.
