James R. Davis, MS

Chief Davis has more than 44 years of public safety experience.  Having served in every capacity in his organization, he retired as the Chief of Police for the City of El Cajon, California. He went on to consult on regional, state, national and international issues with the Folsom-based consulting firm, Citygate Associates, and Civilian Police International (CPI). He is currently the Police Services Principal for Citygate Associates.

He accepted an appointment from the Governor as a Commissioner, then Chairman and Executive Officer of the California Board of Parole Hearings. He was an Adjunct Instructor and Director of the Police Academy at Southwestern College.

Active in his community, Chief Davis received several awards including, IGCS Leadership Award, Chamber of Commerce George Felix Award, Kurdish Human Rights Award for Leadership, and El Cajon Citizen of the Year. He led two (Public Safety facilities and Education Facilities) successful Bond Measure campaigns. He has been recognized for his entrepreneurial leadership and ability to bring diverse groups together around shared values.

Chief Davis is a 2018 graduate of the MS in Law Enforcement and Public Safety Leadership (LEPSL) program at the University of San Diego. He has completed additional graduate coursework in adult education, educational leadership, and organizational development from the University of Virginia and San Diego State University. He is a graduate of the POST California Command College, Senior Management Institute for Police (Police Executive Research Forum), FBI National Academy, and Leadership East County. His professional associations include the International Association of Chiefs of Police, Police Executive Research Forum, California Police Chiefs Association, FBI National Academy Associates, FBI-Law Enforcement Executive Development Association, California Police Officers Association, Phi Kappa Phi, and the International Society of Academy Directors.
